The microbiology of this problem is not completely understood, and the prevailing theories are mind-numbingly complex and boring for all those except the scientists who actually research this stuff. That said, resurgence is a well documented and clear cut side effect of fungicide use.
Imagine you apply a fungicide to control Dollar Spot. After 3 - 4 weeks the fungicide wears off and the Dollar Spot returns, only this time it is worse. You apply the fungicide again, and it seems to work well at first. Four weeks later, the disease comes back even stronger. After a while, you are dealing with rapid outbreaks that quickly devastate your lawn, while the initial outbreak was just a few unsightly patches.
Fungicide usage can buy you some time and give you a nice temporary fix, but it can also potentially turn a pretty minor problem into an incredibly severe one. In most cases, the short term green up is not worth the long term consequences.
